Committe Proposal #5 - 6A

Committe dropped ADM base to increase 6A teams in their hybrid districts
Having hybrid districts keeps and brings back some historic geographic districts
7 schools moved to 5A due to either ADM drop or not playing up anymore:
... Hood River, Sandy, Milwaukie, Putnam, Lincoln, Benson and Franklin
4 moved up to 6A due to the ADM drop: Cleveland, Hillsboro, Bend and Crater

I believe the committees plan is close to what will be finally adopted, however:
1) the committee will need to group the hybrid and other districts for playoffs
2) I think my proposal to group districts by regions will parallel this outcome
3) Final ADM #'s will effect the final base cutoff, I think higher makes it easier
